As schools move toward Ordinarily Available Provision (OAP) frameworks, there is growing pressure to demonstrate responsiveness to support before recognising Additional Learning Needs (ALN). However, where progress remains contingent upon sustained adaptation – such as adult mediation, scaffolded routines or environmental adjustment – this may indicate a persistent requirement for provision in order to make progress independently.
