Elsa presented Alternative Provision in Wales: Rights-Based Reform, Participation and the Question of Visibility. Drawing on Family Pathway’s work alongside young people, families and providers, she explored gaps in readiness, specialist support and progression tracking across alternative provision. Elsa called for a rights-based system that looks beyond qualifications and measures what genuinely matters: participation, belonging, independence, wellbeing and meaningful pathways into adulthood.
